yei—one who; catura—intelligent; sei—such a person; kuruka—let him do; raja-visaya—government service; raja-dravya sodhi’-after paying the dues of the government; paya—whatever he gets; tara karuka vyaya—let him spend that “If one is intelligent, let him perform service to the government, and after paying the government, he can spend whatever money is left.”
